<responsibilities><![CDATA[Over the last 20 years, Iraq?s human and economic development indicators have fallen from some of the highest in the region to some of the lowest. Iraq?s socio-economic environment has suffered significantly from the neglect and degradation of the country?s infrastructure, environment, and social services. Since attaining middle income status in the late 1970s, over 50% of the population is now affected by food insecurity. Amplifying these issues has been the adverse impact created by on-going political instability, corruption, sanctions, war, and sectarian violence.

In line with the Government of Iraq?s National Development Strategy, the International Compact with Iraq, and the UN Country Assistance Strategy, the United Nations Industrial Development Organization (UNIDO) is implementing a number or projects in the country that will contribute to job creation, technical skills acquisition, sustainable food production, value addition and the raising of income levels for rural and urban population in various governorates throughout Iraq.

UNIDO, through its work with its UN and Government of Iraq counterparts, has been strongly engaged in working towards improving development and national reconciliation outcomes in the country. One area of the country where UNIDO has made a country programme priority area is in the Anbar Governorate.

In Anbar, UNIDO is working with the Government of Iraq and the Private Sector to implement the TARGET (Technology Acquisition to Re-start and Generate Economic Transformation) project which is focused on the rehabilitation of the productive capacity of the agro-industrial sector. UNIDO will assist in this process by providing technical assistance and inputs to damaged agro-industries and other small-scale enterprises to improve local market competitiveness, generate jobs and self-employment opportunities, promote private sector investment, and increase community level commercial flows. Under TARGET, project activities are designed to empower conflict-affected communities and improve the planning and economic revitalization capacities of counterpart Ministries. To help UNIDO achieve its goals expected under the TARGET project, the Organization requires a Fallujah-based National Project Coordinator.]]></responsibilities>

<responsibilities><![CDATA[The Joint Electoral Management Body (JEMB) which was established to manage the above mentioned elections, exercised all powers of the Independent Election Commission (IEC) during the Transitional Period. According to the Constitution, with the completion of parliamentary election, the JEMB was dissolved in December 2005. Thereupon, the IEC took over the full mandate of all electoral activities in the country supported by the international community through an extended transition phase from November 2005 to 20 October, 2006.
During the transitional phase the institutionalization of the IEC was the main goal to ensure the sustainable nature of the institution with respect to the organizational structure as well as the financial resources. Even though capacity had been built during the election as well as the transitional period other activities are necessary to ensure that the IEC embarks on the right footing to carry out its mandate in a sustainable manner. To support the IEC in carrying out the activities needed and to scale up its ability to fulfill its mandate in a sustainable manner the project "Enhancing Legal and Electoral Capacity for Tomorrow" (ELECT) was designed and launched on 14 November 2006. The ELECT project was initially designed to achieve the following outputs with a total budget of $4.9m:

After the completion of the voter registration process of all the provinces, this will then lead to a national Voter Registry the first identified goal for the 2009 election. The IEC and other partner organizations with the requested support of UNDP through the ELEC project will lead the way for the 2009 Presidential election. Whilst the voter registration process has been completed, the operation dimension of the ELECT project will be continually scaled up not only in terms of technical support to the IEC, but also for conducting the election operations countrywide. The integration between the voter registration process and the election polling day activities requires technical support to the IEC, development of electoral resources and conduct the national exercise preceding and after election day to complete the election process. The amendment process is well underway and all stakeholders including donors have already indicated their commitment. The project ends by the end of year 2010.]]></responsibilities>

In return, we’re offering a circa salary of £20,000 (excluding London Weighting) per annum, BBC benefits package, training that is the best in the world, and you’ll get real responsibility for delivering technology innovation to the BBC. ]]></responsibilities>
