PRIMARY OBJECTIVE
Lead the HR function for North Asia (Hong Kong, Korea and Taiwan) for Thomson Reuters Markets, delivering efficient and customer focused HR operational services to the leaders and 800 employees across all businesses within this diverse region.
MAJOR AREAS OF ACCOUNTABILITY
Ø Ensure all HR operational processes within North Asia are delivered efficiently and in compliance with global policies and local regulations, including new hire, employee changes, termination and benefit administration; within the overall global HR operations framework, drive increased customer satisfaction within North Asia, by continually improving service delivery and communications.
Ø Provide local business partnering support to leaders within the region, supporting global HR business partners to deliver the people strategy and agenda that will help achieve their business unit objectives; primary business partner relationships will be with the Senior Site Representative for Hong Kong (and Head of Account Management, North Asia), the Head of Client Specialist & Knowledge Network Asia, the VP Reuters Media Asia, and the Head of Specialist Sales FX/FI Asia, as well as other senior Hong Kong based managers in Sales, Strategic Business Units and Corporate Functions.
Ø As a member of the North Asia leadership team, provide advice to site leaders on building a compelling employee value proposition (EVP), working environment and organizational culture, which will attract and retain the best local, regional and global talent.
Ø Lead employee relations matters for North Asia in a manner consistent with the company values, driving a culture of performance and accountability, while complying with local regulations and appropriately managing risk for the company; build constructive relationships with unions and other employee representative bodies and lead consultation and negotiation processes where required; manage employee relations cases according to our internal policies and external regulations, and personally lead more complex cases and investigations; maintain and provide advice on local HR policies for each North Asia country that comply with local regulations and are aligned with global policies and values.
Ø Build the talent acquisition capability within the North Asia HR team and business leaders, so that the resourcing and talent needs of the businesses are met innovatively and cost effectively; build networks and partnerships within local communities (e.g. Universities) to promote the Thomson Reuters employment brand and career opportunities, and to source future talent.
Ø Execute compensation and benefits processes for North Asia, including global processes (annual salary review) and maintain local benefit plans (e.g. pension, healthcare, insurance); where required, provide local market intelligence to Reward team to ensure that compensation and benefits remain competitive and are aligned with the global Reward philosophy; provide consultation to local leaders on reward issues consistent with our pay-for-performance philosophy.
Ø Partner with local leaders to improve employee engagement and build diversity and inclusion, developing and implementing site plans that are aligned with the relevant global business unit plans.
Ø In conjunction with the Markets Talent organization, and relevant global HR business partners, deliver global talent management and performance management processes within North Asia; develop or broker internal/external providers for local talent, organizational development and learning initiatives where required to supplement global programs; ensures leaders are effectively and proactively managing staff performance.
Ø Deliver the HR aspects of organizational changes that arise from global business unit transformations, including organizational restructures, reductions-in-force, outsourcing/insourcing, acquisitions/divestments, global workforce rebalancing; provide local HR business partnering support to leaders on local or regional organizational change projects.
Ø Lead the delivery of selected regional HR projects, and contribute to pan-Asia people strategy and plans as a member of the Asia HR Leadership team.
Ø Lead the North Asia HR team, comprising of local HR business partners, talent acquisition specialist and administrative personnel, building their engagement and capability.
Ø Collaborate with other HR specialist groups such as Global Mobility, Talent and HRIS, as well as Professional division HR, to build a culture of 'OneHR' amongst the HR team at the Singapore site.
Qualifications
POSITION REQUIREMENTS:
Education, Experience, and Requirements
- Business, HR, or relevant university degree - Significant experience as a senior HR leader, ideally on a global or multi-country basis - Extensive HR operations management experience, preferably within a large MNC - In depth understanding of the North Asia region and its diverse cultures, and proficiency in an Asian language highly desirable
Knowledge and Skills
- Knowledge and experience in managing all aspects of HR Operations - employee life-cycle administration and service delivery, benefit plan administration, talent acquisition, compensation, learning and development, organizational development and change, talent development
- Ability to build strong partnerships with business leaders, based on mutual trust, courageous and insightful advice, and consistent delivery
- Business acumen, with a commercial/pragmatic approach, and a demonstrated interest in the Financial Markets and Media businesses
- Understanding and experience of cultural differences and their impact on business and organizational dynamics
- Effective leadership skills - engaging and developing a high-performing and diverse HR team
- Effective oral and written communication skills when dealing with management and employees at various organization levels, including senior management
- Strong coaching, influencing and negotiating skills
- Ability to collaborate and work across a large, diverse, and matrixed organization
· Ability to deal with ambiguous and fluid situations
- Proven skills leading large scale multi-national organizational change
- In depth understanding Employee Relations environment in North Asia, and considerable experience managing complex employee relations matters. Understanding of North Asia employment law legislation.
- Strong analytical skills, with the ability to use HR metrics and insight to drive better people and organizational decisions
- Very strong delivery orientation, with ability to manage across multiple priorities to meet deadlines
- Resilience, with the ability to thrive within a challenging and fast-paced business environment
